Salome is a 3D mesher. It has limited CAD capacity, mainly in order to prepare the geometry for efficient meshing
I found it to be the more powerful opensource mesher available.

APAME is a 3D panel method. It is low-order with unstructured mesh capacity.
It is actually the only free panel method having the capacity to directly import meshes (actually only Nastran BDF,
but others formats are in development).
It is available both under Linux and Windows platforms, with a very friendly GUI interface.
